I agree, Its always nice to have at least one spot in a forum where you can share or disscuss things that are not related to the forum. The forum that I used to own.. Message posts went up on average about 20 a day in that section alone. Its nice to recieve a good joke now and again, helps relieve the stress of every day life.

I think every forum should have an off-topic section. It allows for venting and random conversation.
