How is this?:

I like the photo but am not crazy about the bevel. I would do some PP to it to make it a bit more dramatic. I do not have Photoshop where I am, but I played with Gimp a little.

You've got a cyan cast over everything. Even the white part of the fence isn't white, so it makes the colors kind of drab as they all are masked by the color. You've got a halo around your trees. Not sure if that's from shadow/highlight or some other tool, but I'm not even sure how to get rid of it. And I'm not too sure about what you were going with with the border that only borders half of the picture, but it doesn't look too good.

Otherwise it's a nice picture that makes me think of an advertisement for dairy.

Ok, the frame is not everyone's cup of tea.

But I am at a loss as how to bring out the green grass without disrupting the entire photo.

So let me post the original here and maybe one of you can help me tweak it.

This looks a little brighter in photoshop, but try using Selective Color under adjustments. I think first you should tweak the levels, though, because it's very muddy. That alone will brighten things up. Then just take out some cyan, and boost up the green with the selective color bars. Or do whatever you like.
